Hello,
1) I was reading a newspaper article and Ii was written:
"It seems to be the fashion to show your brand name underpants off by wearing trousers on the hip."
If I'd had to write the article I'd have written:
"It seems to be the fashion to show your brand name underpants by wearing trousers on the hip."
It's necessary to write "show off". What's the difference between show and show off ?

2) I have another question of the same kind
"The circular was read out by the teachers in every class"
Is it wrong if we put just read and not read out? what's the difference?

The two situations are a bit different.

I would have written show because it is being used in the sense of 'display'. You might show-off by showing your underpants. The 'off' is not needed because it is clear that they are on show to other peole, you would not show yourself your underpants while you were wearing them.

In the second sentence, however, the 'out' is necessary to create the meaning of reading the circular aloud to the pupils. If we just put 'read' maybe every teacher just sat at their desk reading some private teachers' only circular to themselves.
