I bumped into: I want someone fun to be around.

Could I say fun as an adjective modifies someone? If so, might I say "I want fun someone to be around" without affecting the meaning?

I wouldn't say that. I think it modifies "to be around".

No. The someone is not fun, per se, they are fun to be around. They are jolly good company.
