I understand your confusion! Since "summary" means a shortened, condensed form of something, I can only draw the conclusion that this expression indicates that the spy was executed very quickly, with little investigation, with little or no defense/trial, and perhaps with very little fanfare.

My confusion is the meaning of `spy executed'.

What does mean `spy executed' here?
