Casually, you can say 'The university is going to make classes bigger.

It's not necessarily true that if the university increases class size they will increase the number of students in any given class - sometimes when we talk about class size at a university we mean the number of students in a graduating cohort. If the university increases this size but hires a proportional number of lecturers, the university can increase "class size" without actually increasing the number of students in any given lecture.
