1. hasn't there
2. has there
3. has they
4. hasn't they
If you're sure of the question's structure, then I would only choose (2). Because the sentence orgially was negative. So the tag question would expect to be positive.
-There has been no rain for the last couple of weeks, ....... ?
It's like to say:
There hasn't been any rain for the last couple of weeks,......?
-I would choose (2) for both of them.
