Hey DiamondDräg Emotion: wink
I think a) is really the best match from both a tense and sense Emotion: wink perspective.
I'm a little bit uncomfortable with the 'construction of the metal' part, though...

Which do you think is correct?

At the time Auguste Bartholdi designed the Statue of Liberty,___________ .
a- he took advice on the construction of the metal from Gustave Eiffel - YES

b- a ferry from Battery Park takes people there every thirty minutes - The tense is wrong. The statue was designed in the past. This could be rewritten to be grammatical (if not factual) by saying "a ferry ... TOOK people there..."

c- she has been one of the world's most famous monuments - Two problems. One is tense. It should be WAS. However, the sentense is set up to suggest that Mr. Bartholdi is the subject, so to start with "she" says that the statue was the subject. Or, the entire sentence could be rewrittent to be "Since the time the Statue of Liberty was designed by Auguste Bartholdi, she has been one of the ..."

d- which was originally designed in the 1860s on Liberty Island - This is a dependent clause. If this ended with a comma, so that it was just a parenthetical remark about the statue, it could continue with some other comment about something going on at the time he designed her. At the time Auguste Bartholdi designed the Statue of Liberty, which was originally designed in the 1860s on Liberty Island, no one thought it could be done on time and under budget.

e- the statue was restored in 1986 for her centennial celebration This is just illogical. Can you imagine saying "At the time I got married, I got divored in 2002."?

The way the first part of the sentence is constructed, you must start with "he" and have a simple past tense (for a one-time action) or past perfect for an ongoing construction.
