It was written in a book. Maybe printing mistake. I have written same as it is written in the book ,so first I search the meaning of "ter" in the dictionary and I could not get any word like it.So I thought you people might be familiar such word.

2.The article "the" is not used with name generally.

But while reading a book has been used before the name like "The St.Bernard dogs are smallest in breed."
