'That' quantifies how much. eg
Met Gen is 2 miles closer to his home than the hospital he was in before he was transferred.
Thus, 'he's that much closer' means 'he's two miles closer'.

I really think that the future looks a whole lot brighter
for him.
He's going to be better? It means future looks better for him. The prognosis is more favourable.
