It all boils down to whether you need the article (the) before English learners. Compare these:

Most cats like milk. / Most of the cats in this house like milk.

Similarly: Most English learners like English. / Most of the Englilsh learners [that/who] I told you about like English.

Most of the + a noun refers to a fairly small group defined or restricted later in the sentence. In a general statement most + a noun should be used.
