I've never heard of a break time bell, but there is no opposite of a recess bell that really makes a lot of sense.

If you mean the sound of a recess bell, then I suppose the opposite is silence.

If you mean the sounding of the bell that tells you it's time for recess as opposed to the sounding of the bell that tells you that recess is finished, then I don't know of a separate word for those. Both are the recess bell. When it rings the first time the recess bell says it's time for recess to start. When it rings the next time the recess bell says it's time for recess to end. Either way, it's the recess bell.

In many schools around the world, the bell is rung to signify the beginning and the end of a period ( a class). In normal circumstances, everyone in the schcool should know what the bell means when it is rung. If period 1 ( starting at 8 am) is English, at the sound of the bell, students should be already in the class, and the door of the classroom will be closed by the teacher. The next time when the bell is rung, it signifies the end of a period. On that note, there are schools which may have different bell signals systems for different purposes, just like to whistle from the ships. However, if there is such a thing as the "opposite of the bell", it will be the class bell.
