is it better to say" to be continue" or to say "to be continuous" ?
At the end of a TV or comic book series we say "...to be continued".

Continue is an action verb. It only follows a BE verb when it is in its participle forms (i.e. be continuing or be continued).

Continuous is an adjective so it can well follow BE.

But try putting the expression in a sentence so that the context is clearer.

Continues low level of disruption
