I think that this sentence can be interpreted in two meanings.

1) plans is equal to to create one million new training places like There are no plans to build new offices.

2) ways to create one million new training places like Using the subway is the only way to avoid the traffic.

In the #1, the menaing of plans is to creat one milion new trainging places.

In the #2, the meaning of plans is not to creat one milion new trainging places, and palns mean ways or methods.

No. The writer's use of "plan" is almost headline style. It's certainly journalistic. There may or may not be any actual plan at this stage, but you save nine characters by crowbarring "plans" in there. In full, it might go "The government has announced its intention to create one million new training places."

2) a set of things to do in order to achieve something, especially one that has been considered in detail in advance


These are the definitions of the word plan.

And if I apply the #1 to the word plan, I think that the meaning of plans is to creat one milion new trainging places
