It sounds to me like the shades of a widow on the second floor of the house have been raised so mom can see out. The mother is looking down at whoever is coming home. It sounds like this person coming home is in trouble! To say this differently you could say:

The shades have been raised

Mother is glaring down below

She has no clue where he has been

Or how much time he has been away

It means that the window blind has been raised.

Mother is looking down, probably from the window. And that's probably why she raised the blind.
