The window curtains were closed, and he pulled them open (probably with his hands rather than with a cord). "Throw" indicates energy, speed. This could be literal (to let in the light) or figurative (to display everything that once was hidden to the world).

He opened the curtains so that they were wide open, and he did it quickly (that's the "threw" part).

Picture someone walking to the window, taking one curtain in each hand, and pushing them quickly to the side.
