Reduce the cost of moving house - IF you listen to the experts, there's never been a better time to buy a house in Northern Ireland.

'Reduce the cost of moving house' is not imperative here because it is a title and means 'to reduce the cost of moving house'

Am I right?

Thanks.

Hi,

I'd just say it's a title written in the form of an imperative.

It looks like an imperative to me. If the sense was "to reduce" then the usual form for a title or heading would be "Reducing the cost of moving house".
I see what you mean. Thanks Clive and Mr W.
