The answer books says that 'c: to include' is the right answer.

I understand 'to include' is a right answer.

What I do not understand is why 'including' is not right.

The trick is to select the best answer. More than one answer may be correct, but one may be better than any other.

Besides, I'd expect something about renovating the rooms of the house, including the library (one of those rooms), but that's not how the sentence reads.

When I read the question and before reading the answer, I chose " to include" as the best answer. I don't know if they meant it the same way as I did, but I'll clarify my reason anyway. It seems to me that the question wanted to focus on the main reason/purpose behind renovating Victoria Community House. Using "to include" conveys this meaning pretty well. Note that they used " a library" not "the library" which implies that the library originally didn't exist there.
