He is a member of the panel.

Hi,

When you go to a meeting, you sit on a seat. I think that's the underlying origin of the expression.

As a panel or committee member, you have a regular seat.

A Member of Parliament, for example, is commonly said to 'have a seat in Parliament, 'to win his/her seat'.

A meeting, of course, has a chairperson, someone who chairs (ie manages) the meeting.
