Consider this unrealistic example.

She started to make fun of him yesterday at 7am and she didn't stop until 7pm.

We can say that she made fun of him too much ie for 12 hours.

.But we can't say she made fun of him too often, because she just did it on one very long occasion.

If she made fun of him 100 times a day, we could say she made fun of him too often.
