Context:
Microsoft Chairman Bill Gates, in a taped deposition, appeared sullen and combative. Judge Jackson became so appalled at the company's behavior that he could barely contain his contempt in open court. That, and his decision to give interviews to a reporter in his chambers, led the appeals court to toss him off the case.

I guess "toss off" means "to deal quickly/hands down". Right?

PS

"That" in "That, and his decision..." refers to "Microsoft Chairman Bill Gates, in a taped deposition, appeared sullen and combative", right?

No,

1) led the appeals court to toss him (Judge Jackson) off the case
2) led the appeals court to remove/dismiss him from the case

No, That refers specifically to, "Judge Jackson became so appalled at the company's behavior that he could barely contain his contempt in open court."

Judge Jackson acted weirdly (including giving interviews to reporters--a huge no, no) during the Microsoft trial. The appeals court deemed his behavior as unacceptable and he was removed from the trial.

You're so good at English language. No doubt English is your mother tongue. I feel I still have to trek in the language field before I master it. However, I am glad that friendly and wise people like will inspire and help me a lot.
Jobb,
No doubt English is your mother tongue.

Yes it is. I know how hard it is to learn a second language, believe me.

Glad my answers are helpful.
Hello from another native speaker.

I know this is not entirely relevant to the question but I just thought someone should point out that 'Toss Off' is a slang expression for a rather rude act! Be careful if you use these words - make sure there is another word in between them! And even then you might get a few sniggers depending on who you are speaking to.
