It is poetic, and poetry is art.
Like all art, its interpretation is in the mind of the viewer.

trip - to run and jump playfully, like a child
rosy - the color rose is associated with happiness and cheer
wings - like a butterfly, floating and flying

This is a sentence. but you could live your whole life in an English-speaking country and never hear anyone say it.

Please don't write with all capital letters. It makes it seem like you are shouting at us!

I thought that it was another way to say, "That's messed up."

You can not trip while on the wing, it was a mistake/a contrary simile, by the author. so my English teacher said.

As for it's poetic value, yes it wins some kudos.
