Since Jeffs was sentenced in August for sexually assaulting two girls, ages 12 and 15, whom he said were his spiritual wives, he has also shared a dozen revelations with his followers, the Tribune said.

Why would it be correct to say "that" or "who" instead of whom?

No. Whom is wrong.

Leave out 'he said' and you'll see that only who works.

'Who' would be correct, but not 'that'.

'...aged' would also be better than 'ages'.
