On October 1, 1821, government inspectors visiting Sam Wilson's plant on a routine inspection questioned a worker on the meaning of the initials (U.S.). Uncertain himself, he suggested they represented the initials of his employer, Uncle Sam.

What does "suggested" refer to in the above? Is it implied, came up with, or guessed? Thanks.

Hi,

On October 1, 1821, government inspectors visiting Sam Wilson's plant on a routine inspection questioned a worker on the meaning of the initials (U.S.). Uncertain himself, he suggested they represented the initials of his employer, Uncle Sam.

What does "suggested" refer to in the above? Is it implied, came up with, or guessed? Thanks.

Basically, it just means 'he proposed', 'he offered the idea'. The word does not really tell us how he thought of the idea. Often, the context helps us to see that.

In this context, and from the choices you offer, I'd say 'he came up with the idea that they represented . . '

Best wishes, Clive

"Suggest" here probably means "put forward/come up with for consideration".
