I'll have to add another 'no'. I haven't heard that expression with that meaning. Maybe it's British?

The man who starts speaking at 17:53 speaks General American as far as I can tell, though there may be a little Mid-Atlantic (East Coast, neither far north nor far south) accent in there. On the whole, it's middle-of-the-road American English with nothing very remarkable about it.
