Just have a quick question of how to use ellipses properly with a quote especially after a comma and ending with a period.

I'm going to use this Buddha quote as an example, where I bolded the words is where my question lies.

To enjoy good health, to bring true happiness to one's family, to bring peace to all, one must first discipline and control one's own mind. If a man can control his mind he can find the way to Enlightenment, and all wisdom and virtue will naturally come to him.

My question is, after the comma do I use an ellipsis to start my quote because I am deleting the comma and the sentence previous to the bolded words.

Do I quote like this:

'... one must first discpline and control one's own mind.'

Or:

'one must first discpline and control one's own mind.'

I am assuming I don't have to use an ellipsis after the bolded words because that excerpt ended with an period so I can just end it with an period.

Also, since I am quoting an quote within a quote so my usage of ' and ' instead of " and " is the proper way to go?

You can do it like this:

'... one must first discipline and control one's own mind.'

If the result is a complete sentence, you can do it like this:

'... [ O ] ne must first discipline and control one's own mind.'

I meant if I wanted to quote the bold words from this Buddha quote.

No. That is not a quote within a quote; that is simply a quotation. Use doubles.
