"You should learn one more language except English." 'Except' is not appropriate here. I don't know what your sentence means. Consider these possibilities -


You should learn another language, but not English ? eg Your native language is Chinese. Now learn Spanish. But don't learn English.

You should learn another language apart from (or besides) English ? eg Your native language is Chinese. You are already learning or have already learned English. Now learn Spanish.
