The zoo in Berlin was bombed during the war and there's a story that when people got up the next day to wander through the rubble of their lives, there were giraffes and lions and elephants roaming around.

It's only moderately metaphoric. I assume you know the meanings of the individual words.

The city was bombed. Much of it was destroyed -- reduced to rubble. If your home were completely destroyed by a bomb, where could you go? You might just wander around, stunned, wondering what to do next. Just as your home was destroyed, so was your whole life. Just as your home was nothing but rubble now, so was your whole life nothing but rubble (figuratively). You would be wandering through the rubble [of / that is] your life.
