It's from the song "Fragile" be Sting. The song was written for Ben Linder , an American civil engineer who was killed by the Contras in 1987 while working on a hydroelectric project in Nicaragua . It was also used in many ads after the September 11th tragedy and was the opening song in Sting's ...All This Time concert, recorded on the evening of 9/11 in Italy.

Actually, it's just the past tense of to mean.

He's saying... perhaps this final thing was intended to end the argument.

Meant and intended are synonyms.
