I don't undersand this sentence, especially what the expression "without fault" means in it. Could somebody rephrase this sentence in a simplier way so I could understand it?

Paraphrase:
to protect blameless acts (acts done with good intentions) from being prosecuted

Some people call this the "Good Samaritan" clause.
