I think the word 'fishing' here is not the usual meaning.You're right. It's a figurative use.
Physically, you fish to try to "get" a fish.
Figuratively, for example, you can fish for a compliment, or fish for information.

The implication is that the 'fisher' is attempting to secure his/her goal even though he/she knows that the chances of success are slim.
