A bargain sale implies that everything in the sale is a bargain – that is, everything is really good value for money. You can say this but it is not really a good use of English as it unnecessarily uses two words when one word – sale - would do. I guess this is advertising English, rarely a good example to follow!

With a sale, you might still pay too much - Look, I got this ratty pair of jeans for $200. They were on sale - usually they're $250.
But when you get a bargain, you get a good deal.
