I need to know asap, what the official rule is for whether or not ;southern region' would be capitalized, as in, Southern Region, when used in the following context...

"Foundation X is a private non-profit organization that promotes the social well-being of the southern region of country X"

Do not capitalize.

If we are just talking geographically about the part of the country that happens to be in the south, then do not capitalize.

If 'Southern Region' is an official name for the area (can't imagine which country this would be, but the principle is important, then do not capitalise.).

For example

Whales live in the southern oceans. (oceans in the southern hemisphere generally).
Whales live in the Southern Ocean (the one with that name).
