Why is 'where' incorrect?

Virginia, ............. is said to be quite beautiful, is the home of many senators representatives now.

Relative 'where' can't be the subject of its clause.

The only choice that's right is 'which' because for an inanimate antecedent (e.g., the state of Virginia) only 'which' is used in a non-restrictive relative clause set off by commas.
