It's from a book about magic:

Small images of animals can be placed in the garden as well; deer, ducks and the like are readily available. Each animal is associated with ancient deities and rituals, who call upon the animals represented to help bless and protect the garden.

I'm not sure what the highlighted part means and what does it refer to? Who does call upon?

The deities and rituals evidently call upon (= request) the real deer, ducks and the like (= the animals represented) to bless and protect the garden. Deities and rituals would do their calling in different ways, but I think the verb phrase is appropriate here.
