'driver education'. Although I didn't alter the word 'education' from the original, I don't think it makes a great phrase in terms of meaning. That's because I don't see that a city administrator would have much control over driver education. Perhaps 'driver awareness'?

Thank you for the reply. I took the 'education' in the original text as 'public education on (obeying) the traffic rules'. So I though it is not quite good to use 'its' as the modifier of the 'importance'. My try was like below, but anyway I think, generally speaking, it is a job tough for you to correct a composition made by a questioner who supposedly lives in situations different from yours.
