I agree. "webbing" makes no sense. But the similarity between the two words makes me wonder if this was transcribed from a spoken source and somebody had wax in their ears.

Nobody could. There is no definition of "web" that would allow it there, and it creates no image in the mind. Some writer just try things, and sometimes they don't work. Or maybe she was thinking of "whipping".
