Seeing of your answer, Should I think "look over" and "take a close look at" almost means same? There's a difference of degree, as I explained.

You also need to be aware that such expressions also depend on the context, tone of voice, etc
eg I have to look over this offer to pay me $10 million to play in the NBA. (It would take me 10 seconds.)

eg I have to look over my notes before my very important exam tomorrow. (I might spend all night.)
