Over-all Free Lunch at School without Education of High Quality

Last year, a story about a few poor students, who could not have obtained their free lunch due to administrative problems, touched the nation’s heart. Soon, the free lunch system at school became a huge social issue. Especially, it has attracted public attention since the Seoul metropolitan assembly promulgated overall free school meal against Seoul City in favour of restrictive free lunch. The executing incident finally led a resign of Seoul mayor after his losing at a referendum regarding the issue. Some people say that over-all complimentary meal is the only answer to prevent the children from being hurt by drawing friends’ attention at meal. However, over-all free lunch programme is unripe and unnecessary now.

Firstly, the new policy digressed from its original intention. The origin of the affair is students’ feeling a sense of incongruity, and it is because they percept on that the other students become aware of financial aid for them. We need to focus on change the methodology to settle the matter. For instance, if special institutes manage provision of school meals, any students or teachers will never recognize who obtain free lunch. This simple action will fully help them feel comfortable while having lunch at a small outlay; however, some people still insist on free lunch for the whole students with enormous expense to reduce children’s feeling out of place. It is just a superfluous measure.

Secondly, it causes budget problems to put the idea into a practice. Because offering students free lunches on a national scale needs a great sum of taxes, more burden will appear to the ordinary people in the long run. Some people propose to take the cost from other budgets: Four-river restoration, paving roads, or construction. Those are short-term business relatively to permanent offering lunch. Therefore, it is almost impossible to supply free meals by reducing other budget. Furthermore, it is an unpleasing move to arrange a new budget to support total free meal programme while taking away the funding for construction and operation such as heating, air-conditioning, or after-school activities. Considering such financial difficulties, the authorities should phase the system in.

What is more, this ideal welfare plan is actually against the principle of equity. Over-all complimentary lunch system provides meals for the whole students – including, of course, children of top richest families – by the tax from ordinary class. Is this welfare fair? The real welfare is to get the poor advantages first. Offering lunches equally could cut down the benefit for those who seriously need one, rather than give aid to them. Indeed, we can save the lunch expenses for rich children, and spend it for poor children. For example, they could obtain living-expense aids, free uniforms, or free activity programmes instead of that those who live in affluence buy their own lunches.

Consequently, over-all free lunch system is not ready to practice yet because of several financial, procedural, and many other reasons such as political matters. It would be too late when the dreamers – the administrators and the supporters – realize the plan is beyond their capacity. Therefore, the new policy should be proceeded step by step to avoid side effects for the nation.
Comments
First of all, a "free lunch" is a common expression that does not mean a free meal. So the use of this expression is a bit off.

A common saying: There is no such thing as a free lunch.

Use "free school lunch program" if you mean a benefit to pay for children's lunch at school

I don't understand your title.

Here are some suggestions for your first paragraph.

Last year, a story about a few poor students, (no comma) who could not have obtained their free lunch due to administrative problems,(no comma) touched the nation’s heart. Soon afterwards, the free lunch system at school became a huge social issue. Especially, i It has attracted public attention since the Seoul metropolitan assembly promulgated an overall free school meal (one meal?) against (?) Seoul City in favour of a restrictive free lunch. (I don't understand this sentence. It is contradictory. Do you mean that the assembly voted to restrict the existing subsidized lunch program to cover only the poorer students? ) The executing incident finally led to the resignation of Seoul's mayor after he lost his losing at a referendum regarding the issue. Some people say that an over-all complimentary meal (one meal?) is the only answer to prevent the children from being hurt by drawing their friends’ attention at meal(?). However, over-all free lunch programme is unripe(?) and unnecessary now.
Whoa!

Thank you for your kindness!

It'll be really helpful to me!

I knew the saying about a free lunch, but I misunderstood it would work as a free meal.

I am very grateful for your comment about my first paragraph.

It made me more confident and cheerful! Emotion: big smile

Thank you again!

Plus, what you understood seems right.

The assembly were against the current policy giving free school meals to poor students.

They insisted that free meals should be given to every student.

On the other hand, Seoul City opposed them because it would bring other kinds of problems such as running out of budgets or reducing other educational programmes.

It has attracted public attention since the Seoul metropolitan assembly promulgated an overall free school meal (one meal?) against (?) Seoul City in favour of a restrictive free lunch.

(I don't understand this sentence. It is contradictory. Do you mean that the assembly voted to restrict the existing subsidized lunch program to cover only the poorer students? )
I modified my introduction according to your tips.

Does it look okay? Emotion: smile

Is Overall Free School Lunch Necessary?

Last year, a story about a few poor students who could not obtain their free school lunch due to administrative problems touched the nation’s heart. Soon afterwards, the free school lunch system became a huge social issue. It has attracted public attention since the Seoul metropolitan assembly promulgated overall free school meals against Seoul City in favour of a restrictive free school lunch. The executing incident finally led to the resignation of Seoul’s mayor after he lost at a referendum regarding the issue. Some people say that the overall-complimentary-meal programme is the only answer to prevent children from being hurt by drawing their friends’ attention at lunch times. However, over-all free school lunch programme is unnecessary now because of the methodological, financial, and discriminate matters as below.
No, not really. I still cannot understand what you mean in this clause:

since the Seoul metropolitan assembly promulgated overall free school meals against Seoul City in favour of a restrictive free school lunch.

Do you mean that the assembly voted for restrictions on the school lunch program for Seoul CIty?

This does not make sense:

The executing incident

is the only answer to prevent poor children from being bullied and taunted hurt by drawing their friends’ attention at lunch times.

However, the over-all free school lunch programme is unnecessary now because of the methodological, financial, and discriminate matters as reasons below.

Hmm, I see.

Then how about this?

...... since the Seoul metropolitan assembly peremptorily promulgated overall free school meals without Seoul City’s agreement even though Seoul has already provided restrictive free school lunches for poor students.

Is it clear now? Emotion: smile

Thank you for your help very much! Emotion: big smile
Well, it is a little better, but still not quite right.

When you say that the Seoul City did not agree, do you mean the Mayor of the city, the people of the city, or something else? A city itself cannot agree or disagree, only people can.

Also meals cannot be promulgated, only laws, referendums, or ideas can be.

You can say "the Seoul Metropolitan Assembly approved an overall free school meal program, overruling (or superceding) the Seoul City Council (or mayor, or vote of the people... etc.), that already had a restrictive program which provided free school lunches for poor children."
