Hi,

I was helping someone to write his resume.

1)
He was discharged from the military, had been a secondary lieutenant and had served as a Brigade Commander.

How should I writing this occupation formally?

Brigade Commander, Secondary Lieutenant, Emotion: time, [Navy/army/air force], Taiwan

Is this order proper?

2)
He was the founder of a club.

Incumbent President of XXX club
The founder; successfully increasing the number of the members to more than 60.

Is it okay?

3)
Responsible for public relation, especially contacting the media.
Responsible for public relation, especially connecting the media.
Responsible for public relation, especially in contacting the media.
Responsible for public relation, especially in connecting the media.

Which one is proper?

Best Wishes

Just put the name of his highest actual rank. eg
Brigade Commander, (Army).
Then give the details of his experience in the army.

In English, the phrase is 'Second Lieutenant', not 'secondary . . '.)

2)
He was the founder of a club.

Incumbent President of *** club
